The Digital Agenda 2030 was adopted in 2021
The goal of this agenda is to give a long-term strategic direction to ensure the success of a powerful Estonian digital society, where all people get the best digital experience. To implemnent our Digital Agenda, a more detailed Estonia’s digital society programme is drafted. It provides a more detailed overview, including a full overview of activities and measures, as well as indicators of activities and those responsible for them. The programme is created for four years and is renewed once a year. This gives the e-state the flexibility it needs and the ability to respond quickly.
In its guidelines, the agenda is based on the “Estonia 2035” long-term strategy. The main direction indicator is the goal set in the strategy that public services are of high quality, predictable and available in every region, ensuring people's basic rights.
We are currently in the process of renewing the Digital Agenda.
Vision: Estonia is full of digital powers
Estonia is increasingly known in the world as a strong digital society. By maintaining this success and making new progress based on it, we want to be even more capable.
In Estonian, “power” (“vägi”) is a word with a long history. Namely, “vägi” is one of the three hundred oldest words in the Estonian language. Appreciating our history, we want to keep what we have built, but we believe that Estonia can be developed into an even stronger digital society. We want Estonia to be full of digital powers – capable and stronger than we seem because of our smallness. In this way, we always use the ever-developing possibilities of digital technology to the fullest extent and in the best way.

- Transactions are made, invoices are paid and reports are drawn up fully digitally, automatically and instantly – this saves money and time.
- Thanks to convenient document control, it is easy for people and companies from all over the world to do their business in Estonia. Estonia has more active e-residents than permanent residents.

Europe’s Digital Decade: digital targets for 2030
The EU Digital Decade sets an ambitious path for Europe's digital transformation by 2030, aiming to empower citizens, businesses, and governments with enhanced digital skills and infrastructure. This strategic initiative focuses on advancing digital sovereignty, sustainability, and cross-border collaboration to ensure Europe thrives in a competitive global landscape.
All member states are developing strategic roadmaps to align their actions with a common direction to achieve the EU’s digital transformation goals.
All roadmaps are available HERE. Estonia created its initial roadmap in 2023, and it is currently being renewed as part of the Digital Agenda renewal process.
