Statement by Ms. Liisa Pakosta, Estonian Minister of Justice and Digital Affairs, at the WIPO General Assemblies, Sixty-Sixth Series of Meetings

Thank you, Mr. Chair.

Honorable Director General,

Your Excellencies, dear Colleagues and Delegates.

Estonia would like to commend you, Director General, Mr DarenTang, for your skilful leadership of the organization during the turbulent times and thank you and the whole WIPO Secretariat for their efforts to ensure an excellent delivery of the international IP services and sound financial management of the organization.

On behalf of Estonia, I would like to congratulate WIPO for having conducted the two successful diplomatic conferences last year. The outcome is a vital step towards greater transparency and equity, it’s also a sign that consensus can be reached that we truly value.

Secondly, we welcome the adoption of the Design Law Treaty, which simplifies and streamlines the protection of industrial designs. This achievement is long-awaited, and we view it as an important tool to promote global innovation and creativity.
Estonia expresses its strong support to WIPO's activities which promote the smart use of Intellectual Property rights starting from the grassroots level and help bring the IP closer to people. Focusing such activities on SMEs and start-ups is crucial to ensure a strong, sustainable and balanced IP ecosystem where innovation thrives.

Estonia highly values its very good cooperation with WIPO, in different fields, and expresses its interest in expanding it. Thank you!
Advanced technologies like artificial intelligence develops at extraordinary speed, it brings both opportunities and challenges for the intellectual property system. While we recognize its transformative potential, we must also acknowledge the regulatory gaps and risks associated with emerging AI tools. Estonia welcomes WIPO’s proactive engagement through platforms like the “WIPO Conversations” and Information Sessions in the Standing Committees on Copyright and Related Rights. These discussions are essential for shaping balanced IP frameworks in the AI era.

Estonia, as a digitally advanced country continues to support the developments in the field of AI that provide us with the greater opportunities. We would be pleased to cooperate and explore the field with the other WIPO Member States of the same interest in the IP protection and promotion. 

Mr. Chair,

In the geographical heart of Europe—Ukraine—a full-scale war, initiated by Russia, has been ongoing for over three years. This war has caused unprecedented damage to Ukraine’s intellectual property ecosystem and to the national institutions responsible for the protection and development of intellectual property, as also indicated in the last report.

Given the brutal violation of international law by the aggressor state, Russia, as well as its disregard for its obligations as a member of this community, the activities of the WIPO External Office in Moscow raise deep concern and incomprehension.

We reaffirm our full condemnation of Russia’s war of aggression against Ukraine and call for the immediate withdrawal of Russian forces from Ukraine’s internationally recognized borders, and for the swift end to the war.
